I am not sure if it will improve organizational performance but it will make it run smoother. There are many factors required for improvement. IF the company is just starting out any training will result in an improvement if a company is established most of what you have listed is new employee training.
It was mentioned above FDA regulations which include cGMP. It would be an improvement if all employees were trained on the regulations as it will help the manager avoid fire fighting(problems) issues because the employee did not know of the regulation or did not understand it.
The FDA controlled companies(medical equipment) that I have worked for made it mandatory that we studied and were trained on cGMP regulations in order to better perform our respective jobs.
